The State of Development Finance in 2025: What Ways Forward?

In a context marked by a slowdown in official development assistance, increasing debt servicing costs, and multiplying crises, public resources are no longer sufficient to meet growing financing needs. The need to both increase domestic resource mobilization and mobilize more private flows for sustainable flows is not new, but even more pressing in the current context. Development financing must be overhauled, both in terms of metrics, which must better reflect and mobilize the full range of financial resources, and in terms of governance, which must be more inclusive. Building on the principles of the Pact for Prosperity, People and the Planet (4P), the momentum of the International Conference on Financing for Development (FfD4) in Sevilla, ongoing discussions in various international forums, notably the OECD Development Assistance Committee, and existing tools such as the Total Official Support for Sustainable Development (TOSSD), this high-level session aims to open a dialogue around a new narrative: the transition from ODA to solidarity-based and sustainable investment. This roundtable is intended to foster a collective and collaborative exchange on ways to accelerate the mobilization of more diversified, transparent, and impactful resources.
