Global order is disintegrating before our eyes, a vacuum of rules and leadership is emerging, and the law of the strongest is prevailing. What should we preserve from the old order we have inherited? Should we abandon the ambition of multilateralism and universalism for lack of a sufficient common ground, and rely on minimal coalitions of actors to respond to collective challenges? On what basis can we reconcile the visions of the Global North and the Global South, in the context of the growing tension between East and West that forces everyone to choose sides? Rethinking the 2030 Agenda, which is far from achieving its goals, integrating the needs of climate transition, and rethinking development governance and finance in the context of constrained resources have already been the subject of initiatives such as Bridgetown, and now the “Accra Reset,” as well as discussions at the recent Development Finance Conference in Seville. Are these the first foundations of a new consensus on the rules of international cooperation?
