Emmanuel Makumba Mali, PhD, is a Zambian diplomat serving as the Director of Democracy and Good Governance at the ICGLR Conference Secretariat in Burundi. He coordinates regional protocols to promote good governance and democracy while addressing the illegal exploitation of natural resources that can fuel conflicts. Emmanuel holds a doctorate in governance, a master’s in public policy from the Hertie School of Governance, and a Bachelor of Arts in Economics and Development Studies from the University of Zambia.
