From Safety to Security: Governing Adversarial Use of AI

Since early 2025, international discussions on AI governance have increasingly highlighted the critical distinction between AI safety and AI security. While AI safety risks involve unintended consequences resulting from internal flaws or unforeseen behaviors, AI security risks focus explicitly on deliberate threats by third parties exploiting AI for harmful purposes. Following the AI Action Summit, key AI-leading countries have sharpened their focus on AI security, so as to counter adversaries who may leverage these dual-use technologies for cyberattacks or to develop chemical, biological, radiological, nuclear, or explosive threats. As regulating AI (mis)use becomes an increasing matter of concern, this panel discussion will review current evidence, discuss emerging national strategies, and confront the governance challenges of addressing AI’s end-use. The aim is to collaboratively outline a roadmap to strengthen AI security and to leverage existing and future international cooperation mechanisms.
