As geopolitical tensions escalate, the global focus is shifting sharply toward national security and strategic autonomy. Export bans, tariffs, and other protectionist measures are proliferating, while “friend-shoring” emerges as the dominant strategy to secure strategic minerals. Yet, the security-driven and fragmented approach to secure one’s supply of minerals must not come at the expense of the international cooperation needed to meet climate and decarbonization objectives. This session will explore the consequences of prioritizing national interest over collective climate goals, particularly in the governance and distribution of transition minerals. What is the opportunity cost of sidelining cooperation and transparency in favor of strategic stockpiling, resource nationalism, and militarized supply chains? Bringing together voices from regions at different stages of the value chain, the discussion will interrogate whether security-driven approaches to mineral policy are undermining our ability to decarbonize at the pace and scale required.
